I've used [Streaks](https://streaksapp.com) for years for habit building. Streaks tries to walk a line that is a little to-do list, but based on habits. I’m sure a lot of people use it as a to-do list. I do not. This app is solely focused on Habits. If you clearly distinguish habits and to-do list this might be worth a look.
